Dear Judge Sklar:

Your letter of November 30, 1978 to Chairman Hendrie requested information on transmission corridors crossing Wharton County, Texas.

Enclosed is a figure showing those South Texas Project transmission lines that will cross Wharton County. This is a portion of Figure 3.9-1 of the Houston Lighting & Power Company (HL&P) Environmental Report sub-mitted in support of their application for operation of the South Texas Project, Units 1 and 2. A copy of this Environmental Report is available at the Local Public Document Room (FDR) established for this project at the Matagorda County Court House, Bay City, Texas. Further details of the transmission line routes through Wharton County can be found in the HL&P

. Environmental Report in support of their Construction Permit application.

This report is also available in the PDR. Mr. W. F. McGuire of HL&P

! may be contacted at (713) 481-7145 for any additional transmission line route information that you might . desire.

In the Environmental Report for the operating license application, i

HL&P states that:

There are at the present time no state or local laws or ordt-nances regulating the design, construction, or location of trans-

, mission systems. Except where more strict standards are required ,

I by Article 1436a cf the Texas Statutes, the National Electrical i Safety Code will be followed throughout the development of the

transmission system. The only other authorizations to be obtained ,

l are as follows: ,

1. The railroad companies for easement and clearances of rail-road tracks that will be crossed
2. The Corps of Engineers for river clearance of navigable streams that are traversed by transmission lines
3. The Public Utility Comission for a Certificate of Convenience i

and Necessity for HL&P~and CP&L transmission lines."

, HL&P has notified us that Certificates of Convenience and Necessity have been issued by the Texas Public Utility Commission for the trans-mission corridors through Wharton County. fir. McGuire may be contacted-for specific dates and docket numbers of these Certificates.

l Although the U. S. Nuclear Regulatory Comission does not license trans-2 mission lines or corridor routes, we are required by the National '

l Environmental Policy Act (NEPA) to consider the environmental impacts of both construction and operation of the transmission lines. The analysis and evaluation of any predicted environmental impacts is presented in our Environmental Statements. For the South Texas Project, these potential

. impacts were assessed and reported in the Comission's Final Environmental Statement Related to the Proposed South Texas Project, NUREG-75/109, March 1975. A copy of this document is enclosed. Our analysis predicted

- no adverse environmental impacts resulting from construction or mainten-ance of transmission lines in Wharton County.
