NOTICE OF VIOLATION 1

(NRC INSPECTION REPORT NO. 70-1257/93-04) i This refers to the inspection conducted by Mr. D. L. Proulx of this office on February 26 through April 9, 1993 of activities authorized by NRC License No.

SNM-1227, and to the discussions of findings held by the inspector with you and other members of the Siemens staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examina-tions of procedures and representative records, interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the enclosed Notice of Violation (Notice). This violation indicates a failure to follow procedures for criticality safety. The required.75 inch vertical separation was not maintained between trays in the U 0, area.

3 You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response.

In your response, you should document the specific actions taken and any additional actions you plan to prevent recurrence. After reviewing your response to this Notice, including your proposed corrective actions and the results of future inspection, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790(a), a copy of this letter, the enclosure, and your response will be placed in the NRC Public Document Room.
