Attachment 2 Page 1 of 2 BACKCROUND In correspondence, Reference (1), the NRC requested that Public Service Com-pany of Colorado (PSC) submit revised Technical Specifications related to the Fort St. Vrain Environmental Monitoring Program. These revised Techni-cal Specifications were to be draf ted utilizing the guidance contained in Regulatory Guide 4.8 and submitted as Appendix B to the Operating License.

On January 31, 1977, Reference (2) was submitted to the NRC for review and comment. In early December,1977, members of the NRC staff indicated to PSC in verbal exchanges that the draf t Appendix B contained in Reference (2) was acceptable as submitted, but revisions to the Operating License would be required to make it consistent with the draf t Appendix B. PSC submitted the required revisions to the Operating License with the proposed Appendix B on December 23, 1977, in Reference (3) and subsequently modified on January 20, 1978, in Reference (4).

In correspondence, Reference (5), Public Service Company informed the NRC that the original intent of Specification NR SR 2.1 had been met and that PSC planned to discontinue all ecological sampling and investigations at Fort St. Vrain as of December 31, 1979.

In their reply, Reference (6), the NRC agreed with a suspension of the non-radiological ecological monitoring program pending the NRC staff review of the final ecological monitoring report, and stated that a Technical Specifi-cation change deleting the non-radiological environmental monitoring program should accompany the final ecological monitoring report. In addition, the NRC recommended that PSC undertake to revise the Fort St. Vrain radiological environmental monitoring program in accordance with the NRC's November,1979, Branch Technical Position for "An Acceptable Radiological Environmental Moni-toring Program." -

Attachmene 2 Page 2 of 2 REASON FOR PROPOSED REVISIONS The proposed revision to Appendix B of the Fort St. Vrain Technical Specifi-cations would constitute the Environmental Technical Specifications and would delete the non-radiological ecological monitoring program. It also brings the environmental radiological surveillance program into conformity with NRC's

i The proposed change incorporates the requirements of LCO 4.8.1, LCO 4.8.2, i LCO 4.8.3, SR 5.8.1, and SR 5.8.2, which regulate the radioactive effluent disposal system, into ELCO's 3.1.1, 3.1.2, 3.1.3, and ESR's 3.1.1, 3.1. 2, and 3.1.3 with minor changes that reflect the accepted industry standards.

These LCO's and SR's would be deleted from Appendix A, and the resulting ELCO's and ESR's added to Appendix B of the Technical Specifications. This l places all LCO's and SR's pertaining to environmental monitoring in Appendix B of the Technical Specifications.

l The proposed change deletes the existing LCO's and SR's presently regulating non-radioactive liquid effluent disposal from Appendix B, and replaces them with Section 3.2 of the proposed Appendix B, Non-Radiological Ef fluent Dis-posal System. The present specifications related to Non-Radioactive Liquid Effluent Disposal are being deleted because these itens are subject to regu-lation under conditions imposed by the NPDES permit system under Section 401 of the Federal Water Pollution Control Act and the Colorado Water Quality Act. Non-Radiological Liquid Effluent Monitoring is conducted as specified in NPDES Permit Number CD-0001121. It would be redundant to repeat these i requirements in the Technical Specifications.
