Dear Mr. Grier:

On April 15, 1981, in accordance with 10CFR50.55 (e) , we reported verbally to Region 1, a deficiency with motor-operated valves manufactured by Anchor / Darling valve Company installed in our Residual Heat Removal System (RHP). This letter serves a*: our 30 day written report of this deficiency.

Description of Deficiency The NRC via I&E Bulletin 80-21 advised of the possibility of having active valves in safety related systems containing parts cast by Malcolm Foundry Company Inc. which could contain potentially faulty material. In response to the bulletin, LILCO informed the NRC via letter SNRC-527 dated January 6, 1981 that ten (10) valves supplied by Anchor Darling contained components supplied by Malcolm Foundary, all of which are located in the Residual Heat Removal System. Our response indicated that a test and evaluation program would be utilized to determine mechanical properties of questionable parts with subsequent replacement of defective material, if required.

Attempts by Anchor Darling to fully define the mechanical properties of the questionable components have been unsuccessful.

Accordingly, it must be assumed that the material is defective requiring replacement of all identified components. The identified components are as noted below:

The result of this review is that failure of any of these components could impact operation of the RHR system and thereby jeopardize safety.

Corrective Action All components as heretofore identified will be replaced at Shoreham pending receipt of parts from Anchor / Darling Valve Company in late July 1981.
