O UNITED STATES NUCLEAR REGULATORY COMMISSION DOCXET NO. 50-312 SACRAMENTO MJNICIPAL UTILITY DISTRICT NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.13 to Facility dperating License No. OPR-54 issued to Sacramento Municipal Utility District, which revised Technical Specifications for operation of the Rancho Seco Nuclear The Generating Station, located in Sacramento County, California.

amendment is effective as of its date of issuance.

i The amendment to the Technical Specifications incorporates provisions for steam generator tube inspection to be consistent with the guidance contained in Regulatory Guide 1.83, Revision 1, dated July 1975.

The application for the unendment complies with the standards 1

and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's

rules and regulatiops in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a sionificant hazards consideration.

The Comission has determined that the issuance of this amendment will rot result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental imoact statement, or negative declaration and environmental impact appra.al need not be prepared in connection with issuance of this amendment.

The Commission has issued the enclosed Amendment No. 13 to Facility Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment consists of changes to the Technical Specifications in response to your application dated November 26, 1976, as revised June 21, 1977, and staff discussions.

The amendment to the Technical Specifications incorporates provisions for steam generator tube inspection to be consistent with the guidance contained in Regulatory Guide 1.83, Revision 1, dated July 1975.

Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
