7590-01 UNITED STATES NUCLEAR REGULATORY C0f1 MISSION DOCKET NO. 50-312 SACP#tENTO MUilICIPAL UTILITY DISTRICT NOTICE OF ISSUANCE OF AMENDftENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 2l to Facility Operating License No. DPR-54 issued to Sacramento ftunicipal Utility District which revised Tec.inical Specifications for operation of the Rancho Seco Nuclear Generating Station, located in Sacranento County, California.

The amendment is effective as of its date of issuance.

The amendment to the Technical Specifications changes the sampling and monitoring requirements for gaseous radioactive effluents by specifying :ne present environmental release points, imposing such requirements on an exhaust fan release point, and deleting the sampling requirements for the condenser air ejector which does not release to the environment.

ihe application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the

.ict), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the i

license amendment.

Prior public notice of this amendment was not l

i required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
