Notice is hereby given that the U.S. Nuclear Regulatory Commission
-(the Consaission) has issued Amendment No. 4 to Facility Operating License No. DPR-54 issued to Sacramento Municipal Utility District which revised Technical Specifications for operation of the Rancho Seco Nuclear Generating Station, located in Sacramento County, California.
'The amendment is effective as of its date of issuance.
i The amendment (1) changes operating limits in the Technical Specifications based upon an acceptable evaluation model that conforms to the requirements of.10 CFR 550.46: (2), terminates restrictions imposed on the' facility by the Connaission's December 27, 1974 Order for Modification of License; (3) changes surveillance requirements for the structural integrity of the reactor building; and (4) updates the corporate organization i

, The applications for the amendment comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Notice of Proposed Issuance of Amendment to Facility Operating License in connection with this action was published in the FEDERAL REGISTER on August 25, 1975 (40 F.R. 37110). No request for a hearing or petition for leave to intervene was filed following notice of the proposed action.
The Commission has prepared an environmental impact appraisal for the revised Technical Specifications and has concluded that an environmental impact statement for this particular cetion is not warranted becauce there will be no environmental impact attributable to the action other than that which has already been predicted and described in the Commission's Final Environmental Statement for Rancho Seco Nuclear Generating Station, issued in March 1973 and that a negative declaration to this effect is appropriate.
