~ UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-312 lll SACRAMENTO MUNICIPAL UTILITY DISTRICT NOTICE Or ISSVANCE OF Af8ENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commissior) has issued Amendment No.

17 to Facility Operating License No. OPR-54 issued to Sacramento Municipal Utility Distrde t, which revised Technical Specifi-cations for t.peration of the Rancho Seco Nuclear Generating Station, located in Sacramento County, California.

The amendmer.t is effective as of its date of issuance.

This amendment revises the administrative controls portion of the Technical Specifications to (1) delete reference to Regulatory Guide 1.16 so that a new format for Licensee Event Reports (LER) can be used, and (2) delete the Annual Operating Report and add additional information in the Monthly Operating Reports.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findingsasrequirebbytheAct and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the 3.icense amendment.
