NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No.11 to Facility Operating License No. DPR-54 issued to Sacramento Municipal Utility District, which revised Technical Specifications for operation of the Rancho Seco Nuclear Generating Station, located in Sacramento County, California. The amendment is effective as of its date of issuance.

The amendment makes changes to the Technical Specifications related to primary reactor containment leakage testing.

In connection with this action, the Comission has granted an ex-emption which allows the licensee to leak test the airlock door seals at a pressure and frequency less than that required in Appendix J to 10 CFR 50, " Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors."

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 195a, as amended (the Act), and the Comission's rules and regulations. The Comission has.

made appropriate findings as required by the Act and the Comission's rules and regulatio.ns in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not i

required since the amendment does not involve a sicnificant hazards consideration, i

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
