ISSUA'!CE OF AENDETf 'ID FACILITY O?r.MTIlC1 LIW21Sh Notice is hereby given that the U.S. Nuclear Regulatory Ccrrnission (the Corm 11ssion) has issued Ameniment No. 3 to Facility operating License No. DPR-54 issued to Sacramento unicipal Utility District (the licensee) vinich revised Technical Specifications for operation of the Rancho Seco Nuclear Generating Station, Unit 1 (the facility), lucated in Sacrn: cento County, California. The amendment is effective as of its date of issuance. The facility is a pressurized.:ater reactor ifnich tras licensed on Aus;ust 16, 1974, for operation at poner levels not in excess of 2772 Wt.

However, the Technical Specifications attached to the operating license temporarily limited operation at pcraer levels not in excess of 2568 W4t perriing confimation of anticipated operating perfomance.

'Ihe ameninent revises the Technical Specifications to delete the temporary limitation, thus authorizing operation of Rancho Seco, Unit 1, at the rated potter of 2772 Wt.

Included in this revision are revised flux / imbalance / flow limiting safety systen settings and revised limiting conditions of operation related to regulating rod positioning, rod insertion limits, and core imbalance.

he application for the ameniment complies with the starxiards and requirements of the Atcmic Energy Act of 1954, as amended (the Act), and the Ccrmission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Ccruission's rules ani regulations 8004.016

Notice of Consideration of Issuance of Facility License and Motice of Opportunity for Hearing relating to operation of the facility at power levels not to exceed 2772 If.it was published in the FEDERAL REGISTER on October 18, 1972 (37 F.R. 22012). Prior public notice of this amerdment is not required since the amendment does not involve a significant hazartis consideration.

'Ihe Cc: mission has determined that the issuance of this amendment will not result in any significant nvironmenta. impact and that pursuant to 10 CFR 551.5(d)(4) an enviro = ental state.ent, negative declaration or environmental inpact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the applications for amendment dated.Y. arch 12, April 7, and May 30, 1975, (2) Amendment No. 3 to License No. DPR-54, and (3) the Comission's related Safety Evaluation and the documents referenced therein.
