Reactor Safeguards' Subcommittee on Rancho Seco, Unit 1, will hold a meeting on June 24, 1975 in room 1046, 1717 H Street, N. W., Washington, D. C. 20535. The purpose of this meeting will be to develop information for consideration by the ACRS in its review of the application of the i
Sacramento Municipal Utility District for a license to operate the Rancho Seco Nuclear Power Plant, Unit 1, at full design power (2772 MW(t))
The facility,which is located approximately 25 miles southeast of Sacra-mento, California, has been operating at power levels up to 2568 MW(t).
The agenda for the subject meeting shall be as follows:
Tuesday, June 24, 1975, 9:00 a.m. until the conclusion of business.
The Subcommittee will hear presentations by representatives of the NRC Staff and the Sacramento Municipal Utility District and will hold discussions with these groups pertinent to its review of the application of the Sacramento Municipal Utility District for a license to operate the Rancho Seco Nuclear Power Plant, Unit 1, at full power.

and internal deliberations for the purpose of formulating recommenda-tions to the ACRS.

l In addition to the Executive Sessions, the Subcommittee may hold closed sessions with representatives of the NRC Staff and Applicant for the purpose of discussing privileged information concerning plant physical security and other matters related to plant design, construc-tion, and operation, if necessary.
I have determined, in accordance with Subsection 10(d) of Public Law 92-463, that the above-noted Executive Sessions will consist of an exchange of opinions and formulation of recommendations, the discussion of which, if written, would fall within exemption (5) of 5 U.S.C. 552(b) and that a closed session may be held, if necessary, to discuss certain a
documents and information which are privileged and fall within exemption a
(4) of 5 U.S.C. 552(b).
Further, any non-exempt material that will be discussed during the above closed sessions will be inextricably inter-twined with exempt material, and no further separation of this material' is considered practical.
It is essential to close such portions of the meeting to protect the free interchange of internal views, to avoid undue interference with ;ency or Subcommittee operation, and to avoid public disclosure of proprietary information, i

Practical considerations may dictate alterations in the above agenda or schedule.
The Chairman of the Subcommittee is enpowered to conduct the i
meeting in a manner that, in his judgment will facilitate the i
orderly conduct of business, including provisions to carry over an l
incompleted open session from one day to the next.
With respect to public participation in the open portion of the meeting, the following requirements shall apply:
(a) Persons wishing to submit written statements regarding the agenda items may do so by mailing 25 copies thereof, postmarked no later i
than June 14, 1975 to the Executive Secretary, Advisory Committee on Reactor Safeguards, Nuclear Regulatory Commission, Washington, D. C. 20555.
Such comments shall be based upon the Final Safety Analysis Report for this facility and related documents on file and available for public inspection at the Nuclear Regulatory Commission's Public Document Room, 1717 H Street, N.
W., Washington, D. C. 20555 and at the Business and Municipal Department, Sacramento City-County Library, 8281 Street, Sacramento, California 95814.
(b) Those persons submitting a written statement in accordance with paragraph (a) above may request an opportunity to make oral state-

ments concerning the written statement. Such requests shall accompany the written statement and shall set forth reasons l
justifying the need for such oral statement and its usefulness to the Subcommittee. To the extent that the time available for

_u during a period of no more than 30 minutes at an appropriate time, chosen by the Chair =an of the Subcommittee between the hours of 10:00 a.m. and 11:00 a.m. on June 24, 1975.

Requests for the opportunity to make oral statements shall be ruled on by the Chairman of the Subcommittee who is empowered to apportion J

(g) The use of still, motion picture, and television cameras, the physical installation and presence of Which will not interfere with the conduct of the meeting, will be permitted both before and af ter the meeting and during any recess. The use of such i
