3) Individual velders shall keep their work areas clear of unauthorized and discarded welding filler materials. Damaged and discarded electrodes shall be placed in vaste bins or stub buckets and periodically removed from the work area or roturned-to the rod room at the end of the shif t or upon completion of the work operation, whichever occurs first. (Sec. 6.8) l Contrary to the above requirements, a welder on liner plate assembly C-lll-69 was I

observed welding with a stub, taken from a stub bucket, of low hydrogen rod (E7018).

It was physically possible for him to use electrodes directly from a warmer as there were other warmers on the liner plate surface. The stub bucket contained two types of electrode (E6010 and E7018) and the welder was using discarded elec-trodes to perform the welding.

The welding being performed was " pick-up" work on leak chase fillet weld. The NCR documents a lack of weld rod control in an area where Q-listed welding was in progress.
