LT-RS103A failed requiring the installed transmitter to be replaced. Because the level transmitter model (Rosemount model 1152115A2AO) was no longer available due to discontinuation, a Foxboro transmitter model E17DM was installed af ter an engineering evaluation determined it suitable. On February 29, 1980, it was discovered that the Foxboro transmitter which was installed was not seismically qualified as required.

Probable Consequences of Occurrence The casing cooling tank level transmitters provide level indication in the control room as well as secure the casing cooling system by closing the system supply valves (MOV-RS100A and L) on low tank level. With a transmitter not seismically qualified, a malfunction could develop in the event of a seismic occurrence which could jeopardize the proper operation of the casing cooling system. Because the discrepancy was discovered and rectified, the health and safety of the general public were not affected. There are no generic implications associated with this event.

Cause of Event The improper level transmitter was installed because the engineering l study which evaluated the substitution misinterpreted the data available and incorrectly determined the replacement transmitter to be qualified.

Immediate Corrective Action A Rosemount level transmitter, identical to the original, was removed from the Unit 2 casing cooling system and installed in place of the 1 non-seismically qualified Foxboro transmitter. The Rosemount transmitter was then calibrated in accordance with applicable calibration procedures.

Scheduled Corrective Action Foxboro model E13DM level transmitters that have been seismically l

qualified and are acceptable for use on the casing cooling tanks will be '

installed in the Unit 2 casing cooling system and used as spares for Unit 1.

o o Action Taken to Prevent Recurrence Personnel responsible for the preparation and review of the Engineering Study were advised of the mistake made and reinstructed accordingly.
