BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 & 2 LICENSE NOS. DPR-71 AND DPR-62 DOCKET NOS. 50-325 AND 50-324 RESPONSE TO INFRACTIONS OF NRC REQUIREMENTS

Dear Mr. O'Reilly:

Brunswick Steam Electric Plant has received your IE Inspection Report 50-324/ '

79-34 and 50-325/79-35 and finds that it does not contain any information of a proprietary nature.

The report identified two items which appear to be in noncompliance with NRC requirements. These items and Carolina Power & Light Company's response are j addressed in the following text:

Deficiency

As required by Section (e) of 10 CFR 20.203, which states, "Each area or room in which licensed material is used or stored and which contains any radioactive material (other than natural uranium or thorium) in an amount exceeding 10 times the quantity of such material specified in Appendix C of this part shall be conspicuously posted with a sign or signs bearing the radiation caution symbol and the words: " CAUTION - RADI0 ACTIVE MATERIAL" or " DANGER - RADIOACTIVE MATERIAL".

Contrary to the above, unattended radioactive material was found stored in Warehouse "C" on August 24, 1979, and no signs were posted at the entrance or access points. This condition was later corrected by the installation of proper signs at the entrance points to the warehouse, and verified by the inspector on August 28, 1979.

Proper signs had been placed at the access points and entrance at the time radioactive material was first stored in the warehouse; however, this was anticipated to be a temporary storage area and the signs were not permanently installed. Over a period of time, these temporary signs became displaced and lost. Permanently mounted signs have now been installed at all required locations at Warehouse "C." The RC&T Subunit has a periodic walk-through and inspection of radiation areas for proper posting.

Deficiency:

' As required by 10 CFR 50 Appendix B, Criteria V, activities affecting quality shall be prescribed by documented instructions and procedures of a type appro-

  • priate to the circumstance. ANSI N18.7-1972, as committed to by the Carolina Power and Light Company (CP&L) Quality Assurance Program, in Section 5.4 re-

. quires applicable procedures shall be reviewed following any modifications to a system. This requirement has been implemented by the licensee's Procedures Preparation Manual, Section 10.

B Contrary to the above, reactor vessel level instrument N026A was returned to service following a modification on July 28, 1979, using revision 4 of PT 53.3,

  • which did not contain the correct procedure for valving in a differential pressure sensor with the low pressure tap piped to the reference leg.

Carolina Power & Light Company's Response:

The evolution in. progress at the time of the scram was the returning of level instrument 1B21-LIS-N017D-3 to service following maintenance with the Rosemount representatives. The plant modification which installed the N017D-3 instrument called for piping this instrument in reverse of all other reference leg instru-mentation. The procedure for returning reference leg instrumentation back to

[ service, found in PT 55.3, was used in returning N017D-3 to service. This i

procedure had not been revised to address the uniqueness of this instrument.

Another plant modification was issued and installed, changing the piping to

- agree with other reference leg instrumentation.

f ENP-3, the engineering procedure for plant modifications, is now revised to ensure that all procedures affected by a proposed modification are drafted )

i before the plant modification is approved for installation. The reference leg l valve handwheels have been painted to make them easily identifiable. Detailed F

procedures are being prepared on the correct methods for taking these instru-

} ments in and out of service. This will be completed by March 31, 1980. All

( I&C technicians have reviewed this incident.
