Page I cf 1 Docket No. 50-338 Report No. LER 78-021/99T-0 Description of Event:

On 2/12/79 at approximat(1y 1500, the environmental Instrument technician performing )ther duties at the meterological station observed the air tempera-ture /.T Recorder to be "off 'cale" low. This indication was determined to be erroneous and prompted a troubleshooting evolution which lasted until 2/21/79 at 1130 when the AT air temperature channel was declared operable. The extended period of time for troubleshooting was caused by the fact that the trouble was intermittent in nature and inclement weather conditions hampered repair efforts.

This event constituted a 10 day reportable occurrence on 2/19/79 ii accordance with Tech Spec 6.9.2 and Environmental Tech Spec 5.6.2.1.

Probable Consequences of Occurrence During the 8 day, 20 hour2.314815e-4 days
0.00556 hours
3.306878e-5 weeks
7.61e-6 months
and 30 minutes time interval when the channel was inoperable, Emergency Plan Implementing Procedure (EPIP-2) was available to provide for the health and safety of the general public if a routine or accidental release of radioactive material to the atmosphere were to occur.

Cause This event was caused by a faulty Rosemont Temperature Element Model 104ABG1. The element failed intermittently in such a way to cause the air temperature aT recorder to read "off scale" low.

Immediate Corrective Action The immediate corrective action was to inform the instrument department of the problem and to commence troubleshooting and replace the RTD.

Scheduled Corrective Action No scheduled corrective action is required.

Actions to Prevent Recurrence No further action required.
