Page 1 of 1 Docket No. 50-338 Report No. LER 79-145/03L-0 Description of Event On November 6,1979 with the unit in a refueling shutdown, the Residual Heat Removal System was removed from service wnen system inlet valve MOV-1701 went closed. This event is contrary to T.S. 3.9.8 and reportable pursuant to T.S. 6.9.1.9.b.

Probable Consequences of Occurrence The Residual H?at Removal System is used during refueling operations to circulate reactor coolant and maintain the temperature below 140*F. Since the system was returned to service within 5 minutes, the health and safety of the general public were not affected. No generic implications exist for this event.

Cause of Occurrence MOV-1701 vent closed when a jumper was installed for the purpose of conducting time response testing of the Solid State Protection System without disabling the automatic actuation of the RHR inlet valves.

Immediate Corrective Action The jumper was i= mediately removed and MOV-1701 was reopened to reestablish flow through the Residual Heat Removal System.

Scheduled Corrective Action A design change is being evaluated which will allow performance of response time testing without installation of a jumper.

Actions Taken to Prevent Recurrence Prior to its reinstallation, the jumper was corrected so as not to affect the RER inlet valves.
