TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 SUBSEQUENT LICENSE RENEWAL UPDATED BUDGET ESTIMATE AND REVISED ENVIRONMENTAL REVIEW SCHEDULE (EPID L-2018-RNW-0002)

By letters dated January 30, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18037A812), February 9, 2018 (ADAMS Accession No. ML18044A653), February 16, 2018 (ADAMS Accession No. ML18053A123), March 1, 2018 (ADAMS Accession No. ML18072A224), and April 10, 2018 (ADAMS Accession Nos. ML18102A521 and ML18113A132), Florida Power & Light Company (FPL) submitted an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41 for the Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to the U.S. Nuclear Regulatory Commission (NRC) pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The NRC staff determined that the application was complete and acceptable for docketing on April 26, 2018 (ADAMS Accession No. ML18003A050). The purpose of this letter is to provide the status of the subsequent license renewal application review for Turkey Point and to update the estimated staff effort to complete the review and to modify the environmental review schedule.
In our acceptance letter dated April 26, 2018 (ADAMS Accession No. ML18003A050), the staff provided an estimate of approximately 24,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> to perform its review on an 18-month schedule. The NRC staff has completed several key milestones, including issuing NUREG-1437 Supplement 5, Second Renewal, Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal for Turkey Point Nuclear Generating Unit Nos. 3 and 4, Draft Report for Comment, (draft SEIS) on March 29, 2019 (ADAMS Accession No. ML19078A330), issuing the Safety Evaluation Report with Open Items Related to the License Renewal of Turkey Point Nuclear Generating Units 3 and 4, (SER with Open Items) on May 21, 2019 (ADAMS Accession No. ML19078A012),
meeting with the Advisory Committee on Reactor Safeguards (ACRS), Plant License Renewal Subcommittee on June 21, 2019, and issuing the Safety Evaluation Report Related to the
License Renewal of Turkey Point Nuclear Generating Units 3 and 4, on July 19, 2019 (ADAMS Accession No. ML19191A057). Unique aspects of this first-of-a-kind subsequent license renewal application review and a number of complex technical issues have resulted in additional staff effort beyond the original estimate. The review has required approximately 28,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />, to date, and a few key milestones remain to be completed. These milestones include issuing the final SEIS, meeting with the ACRS Full Committee, and issuing the subsequent renewed license. Contributing factors that caused the estimate to be exceeded and resulted in schedule changes include the following:
Environmental Review Items The Federal government partial shutdown delayed the National Park Service (a cooperating agency on this review) from performing a review of those portions of the draft SEIS for which they possess special expertise for environmental issues pertaining to the areas in and around Biscayne National Park.
The National Park Service provided new, pertinent information late in the development of the final SEIS.
The NRC staff received a substantial number of comments on the draft SEIS.
The NRC staff received complex comments related to groundwater and surface water that need to be addressed in the final SEIS.
Safety Review Items The NRC staff required additional interactions with FPL staff to resolve complex technical issues associated with aging management during the subsequent period of extended operation. Significant among these were irradiated structural steel reactor pressure vessel supports, and concrete containment prestressed tendons.
The NRC staff required additional interactions with FPL staff to resolve corrective action concerns with the buried and underground piping and tanks aging management program.
The staff estimates that it will take approximately 4,000 additional hours to complete the remaining schedule activities associated with this licensing action. This estimate does not include safety evaluation revisions or EIS supplements which may be required as a result of hearing activities or by changes in the environment or information that may arise during the hearing process.
In addition, due to the above identified impacts on the environmental review, the staff is revising the schedule for issuance of the final SEIS and the EPA Federal Register Notice to October 2019. In addition, the revised schedule also identifies that a decision on issuing the renewed license cannot be made until after the Atomic Safety and Licensing Board issues its initial decision or the adjudicatory proceeding is terminated. Notwithstanding, the staff intends to complete the safety and environmental reviews consistent with the 18-month schedule. The enclosure provides a revised public milestone schedule.
