ML18044A653), February 16, 2018 (ADAMS Accession No. ML18053A123), March 1, 2018 (ADAMS Accession No. ML18072A224), and April 10, 2018 (ADAMS Accession Nos. ML18102A521 and ML18113A132), Florida Power & Light Company (FPL) submitted an application for subsequent license renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41 for the Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to the U.S. Nuclear Regulatory Commission (NRC) pursuant to Section 103 of the Atomic Energy Act of 1954, as amended, and Part 54 of Title 10 of the Code of Federal Regulations, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

The NRC staff from the Division of Materials and License Renewal, Division of Engineering, and Division of Safety Systems is reviewing the information contained in the subsequent license renewal application and has identified areas where additional information is needed to complete the review.

Specifically, the areas identified are associated with aging management of irradiated concrete and structural steel during the subsequent period of extended operation (i.e., from 60 to 80 years of operation). The evaluation of aging effects due to radiation on concrete was identified as an issue in the GALL-SLR Report (NUREG-2191, Generic Aging Lessons Learned for Subsequent License Renewal Report) that required a plant specific approach and specifically required further evaluation if neutron fluence levels exceeded a specified threshold. The NRC staff recognizes this issue as a first-of-a-kind technical issue for the industry and for subsequent license renewal and is performing its due diligence on the proposed approach to address its acceptability. In addition, this technical issue also includes aging effects on structural steel due to radiation which was not specifically addressed in the GALL-SLR Report. The purpose of this letter is to extend the response date for the RAI Set 8, Revision 1.

During a telephone call on February 18, 2019, Mr. Eric Oesterle, NRC Chief of the License Renewal Projects Branch, and Mr. William Maher of your staff discussed the response date for RAI Set 8, Revision 1. The NRC determined that, based on the first-of-a-kind nature of the technical issue being addressed - irradiated concrete and steel support structures within containment - the complexity of the required information and the benefit to current and prospective subsequent license renewal applicants of broader discussion of the proposed RAI responses in a public meeting, that it would be prudent to extend the response date for RAIs Set 8, Revision 1, from 30 to 45 days from the initial email issuance date of February 1, 2019.
