SUMMARY

OF AUGUST 8, 2018, MEETING WITH EXELON GENERATION COMPANY, LLC, ON A FUTURE RELIEF REQUEST TO EXTEND THE POST-PEENING FOLLOW UP INSPECTIONS FOR CERTAIN REACTOR PRESSURE VESSEL HEAD PENETRATIONS (EPID L-2018-LRM-0045)

On August 8, 2018, a Category 1 public meeting was held via teleconference between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC. The purpose of the teleconference was to discuss a future relief request (RR) to extend the post-peening follow up inspections for Byron Station, Unit 2, and Braidwood Station, Unit 1.

The meeting notice and agenda, dated July 13, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18220A762. A list of attendees is provided as Enclosure 1.

The licensee presented information (ADAMS Accession No. ML18218A112) that provided an overview of the future RR.

The NRC staff queried the licensee about the technical basis for the RR. The staff noted that submitting a request pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z)(1) provides a basis for an acceptable level of quality and safety and has a stronger technical basis than when submitting an RR pursuant to 10 CFR 50.55a(z)(2) that provides a basis for determining there is no compensating increase in quality and safety. The staff did not provide an opinion on the viability of 10 CFR 50.55a(z)(1) vs. 10 CFR 50.55a(z)(2).

The NRC staff pointed out that the licensee could achieve alignment of the timing of the follow-up inspections to a single refueling outage by moving some follow-up inspections to an earlier outage. The NRC staff recognizes that there is a strong technical basis for not moving the follow-up inspections to an earlier outage, but encouraged the licensee to provide that basis in the relief request.
