SUMMARY

OF JUNE 16, 2020, MEETING WITH EXELON GENERATION COMPANY, LLC, ON A FUTURE LICENSE AMENDMENT REQUEST FOR A ONE-TIME DEFERRAL OF STEAM GENERATOR INSPECTIONS (EPID L-2020-LRM-0052)

On June 16, 2020, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company (the licensee) via telephone. The purpose of the meeting was to discuss a future Byron Station, Unit 2, license amendment request for a one-time deferral of steam generator inspections from the October 2020 refueling outage (B2R22) to the April 2022 outage (B2R23). The meeting notice and agenda, dated June 3, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20156A058. A list of attendees is provided as Enclosure 1.

The licensee provided technical information (See ADAMS Accession No. ML20169A559) regarding steam generator degradation mechanisms and planned activities to demonstrate acceptability to perform the next inspections in April 2022. The licensee also provided information regarding the COVID-19 pandemic risk for Byron, Unit 2, during the upcoming October 2020 outage and potential mitigation measures.

The NRC staff queried the licensee to clarify certain technical information. The licensee provided clarification. The NRC staff queried the licensee regarding the licensees planned requested approval date of September 1, 2020. The licensee stated that the date minimized the risk of vendor contract costs to terminate contracts or to issue a contract on short notice if the disposition of the request was not approved or denied, respectively, by the September 1, 2020, date. The licensee also stated it would provide additional information regarding the basis for the September 1, 2020, date in its submittal planned for mid-July. The NRC staff and the licensee agreed that schedule update discussions could help reduce the risk of vendor contract costs if the NRC staff could not issue an approval or denial by September 1, 2020.
