SUMMARY

OF SEPTEMBER 22, 2020, PRESUBMITTAL MEETING BETWEEN THE NRC AND EXELON GENERATION COMPANY, LLC REGARDING LICENSING ACTIVITIES TO SUPPORT THE PLANNED EARLY CLOSURES OF BYRON, UNIT NOS. 1 AND 2 AND DRESDEN, UNITS 2 AND 3 (EPID L-2020-LRM-0087)

On September 22, 2020, a Category 1 public meeting was held between the staff of the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company LLC (Exelon), via teleconference. The purpose of the meeting was for Exelon to present to the NRC staff forthcoming licensing requests and schedules in support of the announced early closures of the Byron and Dresden nuclear power stations.

The meeting was published on the NRCs public webpage on September 9, 2020 (Agencywide Documents Access Management System (ADAMS) Accession No. ML20260H299). A copy of Exelons presentation is available at ADAMS Accession No. ML20258A030.

Background===

The NRC was notified of the planned early closures of both the Byron and Dresden stations by Exelon letters dated September 2, 2020 (ADAMS Accession Nos. ML20246G613 and ML20246G627, respectively).

Summary To prepare for these closures, Exelon presented information to the NRC staff as it pertains to each station: (1) certified fuel handler program, (2) security plans, (3) technical specifications, (4) emergency plans, and, (5) administrative requirements. Exelon indicated there will be further licensing activities which will be submitted to the NRC during the spring of 2021 associated with: (1) decommission activities, (2) decommissioning costs, and, (3) spent fuel management. Exelon stated the bases of their license application submittals would be consistent with NRC regulatory requirements and industry guidance. Further, Exelon informed the staff that forthcoming submittals will reflect available benchmarking and industry lessons learned from previous decommissioning transition experience (i.e., Oyster Creek, Three Mile Island 1, other sites). Exelon intends to inform the submittals with similar licensing activities that have been previously approved by the NRC staff.

In response to a staff question regarding current licensing activity under NRC review, Exelon stated that there were no known licensing requests, or associated actions, that would interfere with the projected licensing submittals to support the planned early closures. The NRC staff requested for Exelon to explain in greater detail the schedule for the Post-Shutdown Emergency Plan, which was included as part of the presentation. In response, Exelon proposed to coordinate another meeting with the NRC staff to discuss application details. The NRC staff agreed this would be beneficial. Exelon concluded by reiterating that the announced planned early closure for Byron, Units 1 and 2, is scheduled for September 30, 2021, and for Dresden, Units 2 and 3, is scheduled for November 30, 2021.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.

Public Participation During the public question and comment period, the NRC staff received and responded to public comments and questions in the following general areas:
