SUMMARY

OF MAY 12, 2021, MEETING WITH EXELON GENERATION COMPANY, LLC, RELATED TO PLANNED LICENSE AMENDMENTS TO MODIFY THE ULTIMATE HEAT SINK TECHNICAL SPECIFICATIONS (EPID: L-2021-LRM-0040)

On May 12, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was for Exelon to provide information about planned amendments for Braidwood Station, Units 1 and 2. The planned amendments would modify the ultimate heat sink (UHS) technical specifications (TSs). The meeting notice and agenda, dated April 8, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21131A041. The licensees presentation is available in ADAMS at Accession No. ML21130A625. A list of attendees is provided as Enclosure 1.

The licensee discussed the daily cyclical nature of the UHS average temperature throughout the summer and presented information regarding two planned license amendment requests to modify the UHS TS limiting condition for operation (LCO). Specifically, the proposed short-term request would temporarily increase the UHS average water temperature surveillance requirement (SR) from 102 degrees Fahrenheit to 102.8 degrees Fahrenheit. The licensee stated that the planned request would be similar to a previous request that was approved in September 2020 (ADAMS Accession No. ML20245E419). The short-term request submittal was planned for May 2021.

The licensee also discussed a proposed long-term license amendment request to add Required Actions to the TS 3.7.9 LCO. Action A.1 would allow for the licensee to use existing margin to calculate a maximum analyzed UHS temperature limit. The licensee discussed the technical evaluation for calculating the most bounding maximum temperature limit for accident and normal conditions. Action A.2 would require the licensee to restore the UHS average temperature to within limit with a completion time of 7 days. The NRC staff noted the proposed verbiage in A.2 implies an action to be taken by the licensee to lower UHS average temperature and queried the licensee as to what action would be taken. The licensee responded that UHS average temperature would lower due to the natural diurnal cycle, and no licensee actions would be taken. However, the licensee also stated potentially revising the proposed wording.

Additionally, the NRC staff queried the licensee on the basis for the 7 days. The licensee responded that the time would allow for the natural diurnal cycle to cool the UHS to within the SR limit without cycling the units. The NRC staff noted the proposed completion time could allow for the licensee to enter and exit the LCO daily. In response, the licensee stated that they

may evaluate a bounding cumulative limit for the completion time. The long-term request submittal is planned for the third quarter 2021.

No members of the public were in attendance. No regulatory decisions were made during this meeting.
