SUBJECT:
SUMMARY
OF APRIL 11, 2022, MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING A FUTURE AMENDMENT TO PLACE ONE HIGH BURNUP LEAD TEST ASSEMBLY INTO THE BYRON STATION, UNIT NO. 2, REACTOR (EPID L-2022-LRM-0022)
On April 11, 2022, an observation meeting was held between the staff of the U.S. Nuclear Regulatory Commission (NRC) and Constellation Energy Generation, LLC (Constellation, the licensee), via the TEAMS meeting application. The purpose for this meeting was for Constellation to inform the NRC staff regarding a future license amendment request (LAR) to deploy one high burnup lead test assembly (LTA) at Byron Station (Byron), Unit No. 2. The meeting was published on the NRCs public webpage on March 29, 2022 (Agencywide Documents Access Management System (ADAMS) Accession No. ML22100A002). The licensee-furnished presentation materials are located at ADAMS Accession No. ML22098A051.
A list of meeting attendees/affiliations is provided as an Enclosure to this meeting summary.
Summary Constellation presented its plans to deploy one high burnup accident tolerant fuel (ATF) LTA at Byron, Unit No. 2, in 2023. Westinghouse Electric Company, LLC and Constellation embarked on an ATF program at Byron, Unit No. 2, in 2019, as approved by NRC letter dated April 3, 2019 (ADAMS Accession No. ML19038A017). The licensee intends to request a pre-submittal meeting in August 2022 to present the detailed content of the LAR. The current plans continue Constellations ATF collaboration and expands it into the high burnup domain.
The NRC staff asked questions and provided comments regarding the content of the amendment. There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
Public Participation Members of the public were in attendance. Public Meeting Feedback forms were not received.
