SUMMARY

OF OCTOBER 13, 2020, PRESUBMITTAL MEETING BETWEEN THE U. S. NUCLEAR REGULATORY COMMISSION AND EXELON GENERATION COMPANY, LLC REGARDING POST SHUTDOWN EMERGENCY PLAN STAFFING TO SUPPORT THE PLANNED EARLY CLOSURES OF BYRON, UNITS 1 AND 2, AND DRESDEN, UNITS 2 AND 3 (EPID L-2020-LRM-0094)

On October 13, 2020, a Category 1 public meeting was held between the staff of the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company LLC (Exelon), via teleconference. The purpose for this teleconference was for Exelon to brief the NRC staff on post shutdown emergency plan staffing in support of the scheduled early closures of the Byron and Dresden nuclear power stations.

The meeting was published on the NRCs public webpage on September 29, 2020 (Agencywide Documents Access Management System (ADAMS) Accession No. ML20273A342). No licensee-furnished presentation materials were received by the NRC staff.

Background

The NRC was notified of the planned early closures of both the Byron and Dresden stations by Exelon letters dated September 2, 2020 (ADAMS Accession Nos. ML20246G613 and ML20246G627, respectively).

Summary In support of the scheduled early closures for each of these stations, Exelon presented information to the NRC staff regarding proposed site emergency plan changes that would revise the on-shift staffing and the Emergency Response Organization staffing. Exelon stated that the revised staffing is commensurate with the reduced spectrum of credible accidents in the post shutdown and permanently defueled condition. In order to assist in the transition from an operating facility to a permanently defueled facility, the changes are required to properly reflect the conditions of the facility while continuing to preserve the Byron Decommissioning Trust Fund and the effectiveness of the emergency plan. Exelon stated that the proposed changes continue to meet the planning standards in 10 CFR 50.47(b) and requirements in 10 CFR 50, Appendix E.

The NRC staff engaged the licensee regarding various aspects of the changes, but no final determinations or regulatory decisions were made by the NRC staff during the meeting.
