e e JiXCHMOND, Vi::aG:tNJ:A 23261 February 27, 1981 Mr. Harold R. Denton, Director Serial No. 139 Office of Nuclear Reactor Regulation NO/RWC:ms Attn: Mr. Darrell G. Eisenhut, Director Docket Nos. 50-280 Division of Licensing 50-281 U.S. Nuclear Regulatory Commission 5.0-338 Washington, D. C. 20555 50-339 '

License Nos. DPR-32 DPR-37 NPF-4 NPF-7 Gentlemen:

This is to supplement our response to NUREG 0737 dated December 15, 1980. In that response Vepco committed to satisfying the item (3)C requirements of Section III.A.1.2, "Improving Licensee Emergency Preparedness - Long Term", by the required completion date of April 1, 1981. Vepco also committed to satis-fying the requirements of Section ILK. 3. 2, "Report on PORV Failures", by March 1, 1981.

Vepco is working with the Westinghouse Owner's Group to prepare the PORV Failure Report. We are unable to meet our scheduled date of March 1, 1981 due to report preparation and required Owner's Group review. We now expect to submit this report on or before April 15, 1981.

Due to material delivery problems the backup meteorological tower signals at North Anna and Surry and the strip chart recorders at Surry will not be installed in the control room until August 1, 1981.

The final design for the main and backup meteorological towers at North Anna and Surry consists of a trailer housing the actual meteorological electronics and associated local display with remote display in the control room. At both North Anna and Surry the main tower is presently in full compliance *with Vepco's response to NUREG's 0654 and 0737 for the April 1, 1981 commitments.

At North Anna the associated control room displays are also in compliance while at Surry the data is not yet available on strip chart recorders. The data is presently displayed on a teletype terminal in the control room at Surry.

At North Anna the backup tower is presently functional with associated local displays. At Surry the backup tower will be functional with associated local displays by the required date of April 1, 1981.

e VIRGINIA ELECTRIC AND POWER COMPANY TO 2 In the unlikely event that the main meteorological tower becomes inoperable, in this interim period, radio communications can be established between the control room and the backup trailer to transmit the required data. The backup trailers are located approximately 1300 feet from the control room at North Anna and 3000 feet at Surry.

Very truly yours,

?R.P~~
