Dear Mr. Schwencer:

The purpose of this letter is to request changes to the Susquehanna SES

-Units 1 and 2 Technical Specifications in order to support operation with one recirculation loop out of service.

A marked-up copy of the current SSES Units 1 and 2 Technical Specifications is attached; a description of each of. the changes is provided below.

DESCRIPTION OF PROPOSED CHANGES

1. p.2-1 (Ul and U2): A reference to the new single loop operation (SLO)

Specification, which provides the appropriately revised requirement, is provided.

2. p.2-4 (Ul and U2): See p.2-1 above.
3. p.3/4 2-1 (Ul): The reference to Exxon fuel was previously proposed in Amendment 59, which'has not yet been issued. (Ul and U2): see p.2-1 above.
4. p.3/4 2-5 (Ul): The changes to the definition of "T" were previously proposed in Amendment 59, which has not yet been issued. (Ul and U2):

see p.2-1 above.

5. Figures 3.2.3-1 a and b (Ul and U2): These figures were proposed in Amendments 45 and 7 to Licenses NPF-14 and 22, respectively. The changes indicated here are contingent upon those amendments first being issued as originally proposed.

6. p.3/4 3-54 (Ul and U2): The revised trip setpoint and allowable value and footnote "8" were proposed in Amendments 45 and 7 to Licenses NPF-14 and 22, respectively. The changes indicated here and on the insert following 3/4 3-54 are contingent upon those amendments first being issued as originally proposed. A reference to the new SLO Specification, which provides the appropriate trip setpoint and allowable value for SLO is also provided.
7. p. 3/4 4-1 (Ul and U2):
a. The heading is changed to designate this specification as two loop only.
b. LCO numbering is changed to allow the addition of the SLO Specification.
c. The figure number is changed to be consistent with the LCO number.
d. The APPLICABILITY is revised to apply only to two loop operation, and a reference to the SLO Specification is provided.
e. ACTION a is revised to reference the new SLO Specification and uses the previous 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> to be in HOT SHUTDOWN as the time to comply with the SLO Specification or be in HOT SHUTDOWN.
f. In ACTIONs b and c. the Figure number is revised as discussed above.
8. p. 3/4 4-la (Ul and U2):
a. The SURVEILLANCE REQUIREMENTS are revised consistent with the LCO renumbering.
b. Footnote *** is deleted. With respect to the thermal-hydraulic stability issue, PP&L intends to monitor all LPRM detectors to establish the neutron flux noise baseline.
9. Figure 3.4.1.1.1-1 (Ul and U2): the figure number was revised consistent with the new LCO numbering.
10. Specification 3.4.1.1.2 (Ul and U2):
a. A pump speed limitation based on vessel internals vibration is added in the LCO; note that this limitation is 80% of rated for Unit 1 and 90% of rated for Unit 2. This is due to different jet pump gaps as discussed in the summary report.
b. Existing limits revised for SLO are listed in the, LCO so that they are easy to access.

c. The neutron flux noise limit is provided in the LCO.
d. ACTION a references the two loop operation requirements for loss of both loops.
e. ACTION b requires that if any of the'loops revised limits are violated, the normal ACTION required '(as if both were in operation) shall be taken.
f. ACTION c provides thermal hydraulic stability requirements.
g. ACTION d provides 'a response equivalent to the two-loop specification (3.4.1.2) if any get pump is not OPERABLE.
h. SURVEILLANCE REQUIREMENTS are provided to ensure the LCO requirements are met.
11. p.3/4 4-2 (Ul and U2): An appropriate reference to the revised SURVEILLANCE REQUIREMENTS to show )et pump OPERABILITY during single loop operation is provided.
12. p. 3/4 4-3 (Ul and U2): The APPLICABILITY is revised to apply to two loop operation only; revised Specification Numbering is provided in ACTION b.
13. Appropriate BASES changes are provided. In the Unit 1 Technical Specifications, some of the BASES changes are as provided in proposed Amendment 59 to NPF-14.

NO SIGNIFICANT HAZARDS CONSIDERATIONS Based on the analysis provided in the attached summary report on SLO, this proposed amendment is an example of an amendment considered not likely to involve significant hazard considerations per 48FR14870, paragraph (vi).

IMPLEMENTATION Please provide 30 days after this amendment is approved for it to become effective, in order to provide time for appropriate procedures to be written or updated.
