Dear Mr. Schwencer:

On July 8, 1982 members of the Nuclear Regulatory Commission staff 'and Susquehanna Steam Electric Station project met to discuss Technical Specifications section 4.8.1.1.2.d.12 which describes one requirement for 18 month diesel surveillance.

The as-built installation of the 'diesel generator starting system meets the design bases delineated in FSAP, section 9.5.6.1 and conforms with the Standard Review Plan requirements.

The diesel air start system has 2 compressors, 2 receivers and inter-connecting piping to assur e starting reliability. The air start systems are sized for 5 start capability with the compressors secured. Testing to prove this capability has been performed. The results prove the air star t systems have sufficient volume to start the engines 5 times.

Pennsylvania Power tt Light Company requests a revision to the Susquehanna Unit 1 Technical Specifications. We propose section 4.8.1.1.2.d.l2 read as follows:

"Verifying that with all diesel generator air start receivers pressurized to less than or equal to 240 PSIG and the compressors secured, the diesel generator starts at least 5 times from ambient conditions and accelerates to at least 600 PRM in less than or equal to 10 seconds for the initial start and less than or equal to 25 seconds for each subsequent start."

July 9, 1982 PLA-1177 Page Two Only one diesel loading sequence interval, initiated from either LOCA or LOOP auto-start signals, is considered in the safety analysis.

Therefore, the 10 second testipg requirement for subsequent starts does not provide any verification of additional safety margin for Susquehanna Steam Electric Station.
