Dear Mr. Grier:

This letter serves to provide the Commission with a final report on Termination Module (T-MOD) deficiencies originally reported and discussed in the above listed references. Additionally, although new information regarding deficiencies on PGCC cable connectors also reported in our PLA-313 is not available, we take this opportunity to advise the Commission that a final report from our architect engineer on these other deficiencies is forthcoming in February 1980.

The attachment to this letter consists of our final report on the T-MOD deficiencies as originally reported to us through Bechtel MCAR 1-29 of September 29, 1978. The attachment describes the deficient condition along with its safety implications and the corrective action taken to effect repairs and prevent recurrence.

Since the details of this report provide information relevant to the reporting requirements of 10 CFR 21, this correspondence is considered to also discharge any formal responsibility PpaL may have for reporting in compliance thereto.

We trust the Commission will find this report satisfactory in fulfill'ng our obligations under 10 CFR 50.55(e) for eporting the T-MOD deficiencies. We anticipate submitting a subsequent report. in March 1980 to complete the PENNSYLVANIA POWER 8 LIGHT COMPANY Sgo 1
