PALO VERDE NUCLEAR GENERATING STATION UNIT 2 ALERT DOCKET NO. 50-529, LICENSE NO. NPF-51 SPECIAL REPORT 2-SR-96-001 This Special Report is being provided pursuant to PVNGS Emergency Plan Implementing Procedure (EPIP-04), "Alert, Site Area and General Emergency Implementing Actions" to report

, a condition requiring the declaration of an Alert for Palo Verde Unit 2 at approximately 1714 MST on April 4, 1996. The Alert was terminated at approximately 1807 MST on April 4, 1996.

On April 4, 1996, at approximately 1700 MST, Palo Verde Unit 2 was in Mode 6 (REFUELING) when a fault occurred in the voltage regulator for Control Room and Remote Shutdown Panel Essential Lighting (2EQBBV02) resulting in a fire in the 100 foot elevation of the Control building "B" Battery Equipment Room and smoke in the 140 foot elevation of the Control building Uninterruptable Power Supply (2EQDNN02). Fire teams responded and both fires were considered out by 1735.

At approximately 1700 MST, a smoke condition was discovered on the 140 foot elevation of the Control Room area immediately behind the main control panel. This fire was at 2EQDNN02 which was down-powered. Light smoke was present in the local area. Main Control Room access was not lost and evacuation of Control Room staff was not required. HVAC equipment was switched to smoke removal mode and the smoke was quickly removed from the area. In addition, a second related fire was noted in the class DC "B" Switchgear Room and the event was classified as an Alert in accordance with EPIP-02. The Nuclear Regulatory Commission (NRC) Operations Center was notified at approximately 1810 MST.

At approximately 1807 MST on April 4, 1996, the Alert was terminated in accordance with EPIP-04. The fires caused a brief delay to work on the stuck fuel assembly. The assembly still is scheduled to be lifted and moved late Friday afternoon. Further investigation into the circumstances surrounding this event is being performed in accordance with the APS Incident Investigation Program. The results of the investigation will be reported pursuant to 10CFR50.73.
