PALO VERDE NUCLEAR GENERATING STATION UNIT 1 Notification of Unusual Event DOCKET NO. 50-528, LICENSE NO. NPF-41 SPECIAL REPORT 1-SR-96-001 This Special Report is being provided pursuant to PVNGS Emergency Plan Implementing Procedure (EPIP-03), "Emergency Classification Implementing Actions" to report a condition requiring the declaration of a Notification of Unusual Event (NUE) for Palo Verde Unit 1 at approximately 2032 MST on February 25, 1996. The NUE was terminated at approximately 2046 MST on February 25, 1996.

On February 25, 1996, at approximately 2017 MST, Palo Verde Unit 1 was operating at approximately 100 percent power in Mode 1 (POWER OPERATION) when a lightning strike occurred on the "C" phase of Main Transformer NBNX01 resulting in a turbine trip followed by a reactor power cutback. At approximately the same time, Unit 3 experienced a main turbine trip due to a Power Load Unbalance on the grid.

At approximately 2032 MST, it was determined that a lightning strike affecting the Protected Area had occurred and the event was classified as a NUE in accordance with EPIP-02. The Nuclear Regulatory Commission (NRC) Operations Center was notified at approximately 2110 MST.

At approximately 2046 MST on February 25, 1996, the NUE was terminated in accordance with EPIP-03. Unit 1 will not be connected to the grid until repairs can be made to the "C" and neutral bushing of Main Transformer NBNX01. Unit 3 experienced no major complications or equipment problems and has restarted. Further investigation into the circumstances surrounding this event is being performed in accordance with the APS Incident Investigation Program. The results of the investigation will be reported pursuant to 10CFR50.73.
