This report discusses a condition requiring the declaration of a NOTIFICATION OF UNUSUAL EVENT due to the loss of assessment capability (e.g.,

all Meteorological Instrumentation). This loss was caused by interruption of power to the Meteorological Tower during severe weather conditions.

PALO VERDE NUCLEAR GENERATING STATION UNITS 1, 2, AND 3 NOTIFICATION OF UNUSUAL EVENT DOCKET NO. 50-528, LICENSE NO. NPF-O'I DOCKET NO. 50-529, LICENSE NO. NPF-51 DOCKET NO. 50-530, LICENSE NO. NPF-74 SPECIAL REPORT 1-SR-93-003 This Special Report is provided pursuant to PVNGS Emergency Plan Implementing Procedure (EPIP-03), "Notification of Unusual Event Implementing Actions," to report a condition requiring the declaration of a NOTIFICATION OF UNUSUAL EVENT'(NUE) for Palo Verde Units 1, 2, and 3 at approximately 1930 MST on August 6, 1993; due to a loss of assessment capability (e.g., all Meteorological Instrumentation). The NUE was terminated at approximately 2307 MST on August 7, 1993.

On August 6, 1993, at approximately 1930 MST, Palo Verde Unit 1 was in Mode 1 (POWER OPERATION) at approximately 75 percent power, Unit 2 was in Mode 5 (COLD SHUTDOWN), and Unit 3 was in Mode 1 (POWER OPERATION) at approximately 100 percent power when the Unit 1'ontrol Room received verification that meteorological instrumentation was unavailable due to a loss of power to the Meteorological Tower. The loss of power was'caused by the downing of several distribution lines during severe weather (i.e., thunderstorms).

At approximately the same time, the National Weather Service issued a severe weather warning for Maricopa County for an unknown duration. Technical Specification (TS)

Limiting Condition For Operation (LCO) 3.3.3.4, ACTION Statement a was entered and an NUE was declared pursuant to PVNGS EPIP-02, "Emergency Classification" Appendix B, loss of assessment capability (e.g., all Meteorological Instrumentation). The appropriate state and local agencies were notified in accordance with PVNGS EPIP-03, and the NRC'Operations Center notification was made. at approximately 1949 MST.

The Meteorological Tower provides monitoring of wind speed, wind direction, and air temperature indications required by TS LCO 3.3.3.4. The operability of this instrumentation ensures that meteorological data is available for estimating.

exposure to the public as a result of routine or accidental release of radioactive potential'adiation material to the atmosphere. The Meteorological Tower is powered from Arizona Public Service Company's distribution system for Buckeye, Arizona. This power source was used during construction of PVNGS and is separate from the offsite sources used to operate the PVNGS Units.

NRC Document Control Desk Special Report 1-SR-93-003 Page 2 of 2 The apparent cause of the power outage was severe weather and accompanying high winds which caused the distribution lines to be downed. The Meteorological Tower also sustained damage to the wind speed instrumentation at the 35 foot and 95 foot elevations and the primary and redundant 35 foot elevation wind direction instrumentation. The severe weather warning was terminated at approximately 2315 MST on August 6, 1993, and power was restored at approximately 2354 MST by the use of a temporary diesel power supply. At approximately 1643 MST on August 7, 1993, the 35 foot elevation wind speed and direction instrumentation was repaired, calibrated, and returned to service.

PVNGS EPIP-14, "Dose Assessment," requires the 35 foot elevation wind speed and direction and the temperature differential between the 35 foot and 200 foot elevations to be OPERABLE. Based upon reliability of the temporary diesel power supply and verification with the National Weather Service that no severe weather patterns would threaten the site, the NUE was terminated at approximately 2307 MST on August 7, 1993.

The NRC was notified'at approximately 231 6 MST on August 7, 1993, that the NUE was terminated and that PVNGS Units 1, 2, and 3 would remain in TS LCO 3.3.3.4, ACTlON Statement a until required meteorological instrumentation.was repaired and returned to service. Repairs were completed and TS LCO 3.3.3.4, Action Statement a was exited. on August 10, 1993, at approximately 1827 MST.
