PALO VERDE NUCLEAR GENERATING STATION UNIT 3 Radiation Honitoring Unit Inoperable for Greater Than 72 Hours License No. NPF-74 Docket No. 50-530 Special Report No. 3-SR-89-002 This Special Report is being submitted pursuant to Technical Specification 3.3.3.8 ACTION 42b and Technical Specification 6.9.2 to report a condition wherein the Plant Vent System and Fuel Building Ventilation System Radioactive Gaseous Effluent High Range Monitors were inoperable for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limit for returning the Plant Vent System High Range Honitor (RU-144) to operability was exceeded at approximately 1815 HST on April 18, 1989. The 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limit for returning the Fuel Building Ventilation System High Range Honitor (RU-146) to operability was exceeded at approximately 1930 HST on April 18, 1989.

On April 15, 1989, Palo Verde Unit 3 was in Mode 6 (REFUELING) with the core being off-loaded to the Spent Fuel Pool. In order to perform scheduled maintenance during the refueling outage, the "B" Train Class 1E 4160 volt bus (3E-PBB-S04) was to be de-energized. This bus supplies power to RU-144 and RU-146; therefore, the monitors were removed from service at approximately 1815 HST and 1930 NST respectively on April 15, 1989. Pursuant to Technical Specification 3.3.3.8 ACTION 42a, the Preplanned Alternate Sampling Program was initiated to monitor the Plant Vent and Fuel Building Ventilation Systems as needed.

Following the "B" Train electrical outage, RU-144 and RU-146 will be returned to service during the refueling outage.
