3.3.3.8 ACTION 42b and T.S. 6.9.2 to report an event in which a high range noble gas activity monitor (RU-144) was inoperable for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> limit for operability was exceeded at approximately 1430 MST on May 14, 1987.

Pursuant to T.S. 3.3.3.8 ACTION 42a the Preplanned Alternate Sampling Program was initiated to monitor the plant ventilation system.

At approximately 1430 MST on May 11, 1987, Palo Verde Unit 3 was in Mode 5 (COLD SHUTDOVN) prior to initial criticality when the low and high range plant vent monitors (RU-143 and RU-144 respectively) were taken out of service to allow the implementation of Plant Change Package (PCP) 85-03-SQ-041-00. This PCP was implemented as an enhancement to provide Class 1E back up power to RU-143 and RU-144 from the "B" train emergency diesel generator.

Following the completion of modifications to RU-143 and RU-144, 75ST-9ZZ07 (Effluent Monitoring System Daily Surveillance Test) was performed to return the monitors to service. Monitors RU-143 and RU-144 were declared operable at approximately 0020 on May 15, 1987. The monitors were unavailable for approximately 82 hours9.490741e-4 days <br />0.0228 hours <br />1.35582e-4 weeks <br />3.1201e-5 months <br />.
