Letter from Carl Stahle (NRC) to Roger Kober (RG&E), dated June 27, 1988

Dear Mr. Stahle:

This letter responds to your request for additional information concerning the Procedures Generation Package (PGP). RG&E will respond to the requests addressed in the reference letter by the end of October 1988. Where applicable, these responses will be incorporated into the implementation procedures and Emergency Operating Procedures currently scheduled for revision in March of 1989.

It is important to note that our PGP, used for the development of our emergency operating procedurep (EOPs) which are based. on the Westinghouse Owners Groups'mergency Response Guidelines, is not considered a living document.

Rather, our implementing administrative procedures A-601.6 (EOP Change Control), A-502.1 (Writers Guide) and A-503.1 (Users Guide) establish the guidelines by which to modify, control and write EOPs. These procedures were established.

utilizing the guidance of the PGP and are considered living documents subject to revisions. Therefore, potential changes to our procedure development methods resulting from the request for additional information will be made in these successor documents.
