SUMMARY

OF APRIL 22, 2015, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY TO DISCUSS A FUTURE FLEET STANDARD EMERGENCY PLAN SUBMITTAL (TAC NO. MF5884)

On April 22, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of SNC at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. This was a pre-application meeting to discuss a future licensing amendment regarding a SNC fleet standard emergency plan (SEP) submittal.

The meeting notice and agenda, dated March 25, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15084A367. A list of attendees is provided in Enclosure 1. Prior to the meeting, SNC provided their presentation (ADAMS Accession No. ML15106A204) and the draft SEP, example SEP annex, draft minimum shift staffing analysis, and example Vogtle, 1 and 2, change justification matrix (ADAMS Package Accession No. ML15106A195).

• During the meeting, SNC presented the license amendment scope and schedule, key features of the submittal, the effect on Emergency Planning Inspection Tests Analyses and Acceptance Criteria (ITAAC) on Vogtle, Unit 3 and Unit 4, and licensing considerations. The licensee stated that the submittal is planned for June 2015 and will include a SEP base document for all SNC plants, and annexes for Farley, Hatch, and Vogtle and requested completion by June 2016 to support the fuel loading schedule of Vogtle, 3 and 4. The licensee stated that a follow-on licensing amendment is planned for mid-2016 to transition to a common Technical Support Center and Operations Support Center for Vogtle, Units 1, 2, 3, and 4.

The NRC staff suggested that the licensee consider specifying in the license amendment request(s) the areas in the Emergency Plan that would constitute reductions in effectiveness, as defined iri 10 CFR 50.54(q) and addressed in Regulatory Guide 1.219, "Guidance on Making Changes to Emergency Plans for Nuclear Power Reactors." The NRC staff further suggested that the licensee provide in their application the priority for the SNC plants, including any impact on.their operations if NRC staff is unable to meet their one-year application review timeframe.

It was mutually agreed that a follow-on public meeting to discuss the augmentation and staffing sections in the SNC application would be beneficial.

The NRC staff found the information provided by SNC to be a useful description of the

• licensee's plans for this future license amendment. No regulatory decisions or commitments were made during the meeting. There were no public comments.
