SUMMARY

OF JUNE 22, 2022, PUBLIC, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO RE-WRITE TECHNICAL SPECIFICATION 3.7.2, PLANT SERVICE WATER AND ULTIMATE HEAT SINK, FOR EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0046)

On June 22, 2022, an Observation, public, pre-application meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to re-write Technical Specification (TS) 3.7.2, Plant Service Water (PSW) and Ultimate Heat Sink (UHS), for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2.

A list of attendees is provided as an Enclosure.

The meeting was noticed on the NRC public meeting website on June 7, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22158A122).

The NRC staff opened the meeting with introductory remarks and introduction of the attendees.

The SNC staff discussed the following topics: (1) background and reason for the proposed change, (2) proposed LAR summary, (3) description and timeframe of proposed change, and (4) loss of function consideration.

The SNC staff presented the slides contained in ADAMS Accession No. ML22167A140.

NRC staff comments at the meeting The staff inquired how normal plant operations are affected with the proposed LAR resulting in just one operable PSW pump in each subsystem.

The staff noted that the proposed LAR could minimize defense-in-depth and this needs to be analyzed to understand it consequences.

The staff noted that the presentation slides appeared to attempt to justify the proposed changes by focusing on safe shutdown cooling load requirements. The staff inquired if the safe shutdown loading requirements are the bounding requirements for this system.

The staff noted that Technical Specifications are written to ensure redundancy and asked if the evaluation of the change will evaluate the safety loads that need to be supplied during a maneuver from 100% normal operations to safe shutdown. The staff also inquired if other loads would be considered in the deterministic evaluation.

The staff inquired whether the licensee had done a new baseline risk calculation to understand the proposed LARs effects on the overall plant risk. The staff noted that this baseline would also affect future LARs.

Public Comments There were no comments/questions from the public during this meeting.

Closing The NRC staff made no regulatory decisions during the meeting.

Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.

The meeting adjourned at 11:05 a.m. (Eastern time).
