SUMMARY
OF AUGUST 01, 2022, PUBLIC, PRE-APPLICATION MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION TABLE 1.1-1, MODES, FOR EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0052)
On August 01, 2022, an Observation, public, pre-application meeting was held between the U.S.
Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to revise Technical Specification (TS)
Table 1.1-1, MODES, for Edwin I. Hatch Nuclear Plant, Units 1 and 2 (Hatch). The proposed revision relaxes the required number of fully tensioned reactor pressure vessel (RPV) head closure studs for Hatch.
A list of attendees is provided as an Enclosure.
The meeting was noticed on the NRC public meeting website on July 19, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22200A303).
The NRC staff opened the meeting with introductory remarks and introduction of the attendees.
The SNC staff discussed the following topics: (1) background and reason for the proposed change, (2) proposed LAR summary, (3) description and timeframe of proposed change, and (4) technical evaluation of proposed change.
The SNC staff presented the slides contained in ADAMS Accession No. ML22209A187.
NRC staff comments at the meeting The staff inquired what kind of indication was noted by the licensee on Unit 2 stud #33 and whether there were any similar indications or chances of failure on any of the other studs.
The staff noted that the worst-case scenario for stress and leakage should be detailed in the licensees proposed Unit 2 calculations document (mentioned on Slide 9).
The staff inquired about attempts made by the licensee to remove Unit 2 stud #33 during past refueling outages.
The staff inquired whether all studs are affected equally and whether the calculations applied to all the studs or only to Unit 2 stud #33.
The staff inquired how the licensee reached their conclusion that a minimum of nine studs need to be fully tensioned between out of service studs.
The staff noted that the proposed TS change to Table 1.1-1 MODES, was open-ended and discussed the possibility of the licensee including a note to Table 1.1-1 that restricted the approval of the proposed change to a specific outage cycle or time period.
Public Comments There were no comments/questions from the public during this meeting.
Closing The NRC staff made no regulatory decisions during the meeting.
Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
