OF MAY 12, 2015, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY TO DISCUSS A FUTURE FLEET STANDARD EMERGENCY PLAN SUBMITTAL (TAC NO. MF5884)

On May 12, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company (SNC) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. This was a pre-application meeting to discuss a future licensing amendment regarding a SNC fleet standard emergency plan (SEP) submittal. The meeting focused on the augmentation and staffing areas in the emergency plan.

The meeting notice and agenda, dated April 27, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15117A111. A list of attendees is provided in Enclosure 1. Prior to the meeting, SNC provided the following documents that can be found in ADAMS Package Accession No. ML15127A455.

Draft Emergency Response Organization Augmentation Plan for the Vogtle Electric Generating Plant (ADAMS Accession No. ML15128A002).

Draft Vogtle Electric Generating Plant, Units 1 & 2, On-Shift and Augmented Emergency Response Organization Summary (ADAMS Accession No. ML15128A003).

Draft Table B-1, Vogtle Electric Generating Plant, Units 1 and 2, Site On-Shift Table Comparison (ADAMS Accession No. ML15128A006).

During the meeting, SNC discussed and elaborated on the information provided in the pre-meeting documents referenced above. Of note, the licensee is proposing to increase the augmentation response time from 75 minutes to 90 minutes.

The NRC staff provided the following suggestions:

Explain how the proposed change meets the current guid~nce and the original safety basis of the current augmentation time.

Include any impact of the augmentation delay on each functional area and explain how each functional area will be maintained.

Include a statement and documentation that the proposed changes were discussed with the state and off-site coordinators.

The NRC staff found the information provided by SNC to be a useful description of the '

licensee's plans for this future license amendment. No regulatory decisions or commitments were made during the meeting. There were no public comments.
