OF MARCH 31, 2023, CONFERENCE CALL HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. (SNC), REGARDING REGULATORY ISSUE

SUMMARY

2000-11, SUPPLEMENT 2, NRC EMERGENCY TELECOMMUNICATIONS SYSTEM, FOR JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2, AND SNC EMERGENCY OPERATIONS FACILITY

On March 31, 2023, a conference call was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the conference call was to discuss Regulatory Issue Summary (RIS) 2000-11, Supplement 2, NRC Emer gency Telecommunications System, dated January 28, 2021 (Agencywide Documents A ccess and Management System (ADAMS)

Accession No. ML20118C661), for Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2, and the SNC Emergency Operations Facility (EOF).

A list of attendees is provided as an Enclosure.

The NRC issued RIS 2000-11 on June 30, 2000 (ML003727812), and RIS 2000-11, Supplement 1 on March 22, 2001 (ML010570103).

The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.

The NRC issued RIS 2000-11, Supplement 2, to inform addressees about impending changes to the currently installed NRC Emergency Teleco mmunications System (ETS) and the removal of the NRC Operations Center local area network (LAN) line (OCL).

The NRC provides the ETS functions related to communication among the NRC and nuclear power plant control rooms and emergency response facilities using dedicated circuits that are independent of the local telephone switching office. Verizon currently provides these circuits using Digital Signal 0 (DS0) lines that correspond to a single analog voice channel using copper-based lines.

Verizon has informed the NRC that many of t he local exchange carrier s (LECs), which provide last-mile service to the sites, are phasing out copper-based lines. Verizon is evaluating several options to provide similar functionality; however, the most viable option is to replace these individual lines with a single T1 trunk and then demultiplex them into individual lines at the site.

The T1 lines will connect directly to the Verizon long-distance network switch, bypassing the local telephone switch, and providing similar diversity as the current implementation of the ETS.

The NRC staff continues to support the optional use of licensee communications networks to provide long-distance access to ETS circuits when the licensees network can route ETS calls to long-distance service independent of the local telephone switch. Attachment 2 to RIS 2000-11 details this alternative approach.

The NRC staff stated that Farley and the SNC EOF will be impacted no later than December 2023. The NRC said it is exploring options at this time.

The SNC staff said it would explore options for providing this emergency communication function for Farley and the SNC EOF, and SNC may look at options for its fleet of Farley, Hatch and Vogtle. SNC staff asked about operating experience (OE) in this area. The NRC staff stated that several licensees decided to provide alternative emergency communications in accordance with attachment 2 of RIS 2000-11. The NRC staff would look at the OE in this area and determine if the information can be shared with SNC, and if so, the NRC staff would determine how best to share that information with SNC.
