The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Exelon Generation Company, LLC (Exelon or the applicant), held a telephone conference call on February 5, 2015, at the applicants request, to discuss and clarify the staffs concerns in request for additional information (RAI) B.2.1.24-1b, related to the Byron Station, Units 1 and 2, and the Braidwood Station, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs concerns. provides a listing of the participants, and Enclosure 2 contains the DRAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

SUMMARY

BYRON STATION, UNITS 1 AND 2, AND BRAIDWOOD STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION February 5, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Exelon Generation Company, LLC (Exelon or the applicant), held a telephone conference call on February 5, 2015, at the applicants request, to discuss and clarify the staffs concerns in request for additional information (RAI) B.2.1.24-1b, related to the Byron Station, Units 1 and 2, and the Braidwood Station, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs concerns.

Byron Station and Braidwood Station, all units (BBS)

Discussion By letter dated January 22, 2015, the staff issued RAI B.2.1.24-1b to the applicant related to follow-up concerns the staff has regarding the applicants Flux Thimble Tube Inspection Aging Management Program (AMP). The applicant proposed the following points as the agenda:

(a) In regards to the last enhancement that Exelon provided (in its November 22, 2014, RAI response letter (ADAMS Accession No. ML14330A480)), Exelons intent was not to replace periodic eddy current testing with periodic replacement, rather, that the periodic replacement was only meant as a compensatory action if data cannot be collected.

(b) The applicant wished to inquire if the staff believes there could be a path forward to closing this issue prior to actually obtaining more eddy current data.

The staff noted that its concerns regarding the applicants Flux Thimble Tube AMP are laid out in the Issue portion of RAI B.2.1.24-1b, and its request for further information is presented in the five portions of the Request of that RAI. The staff stated that, based upon the information docketed to date in the LRA and in RAI responses dated June 9, 2014, October 31, 2014, and November 22, 2014, the staff is not yet able to reach a conclusion on whether there is reasonable assurance the applicants inspection program will adequately manage the effects of aging of the flux thimble tubes, given the extent of recent operating history and problems encountered for those components, particularly in Braidwood Units 1 and 2. The staff stated that, as with any RAI, a complete and accurate response, with adequate justifications where indicated, would be sufficient to resolve the concerns but the staff is not able to hypothesize what that response might be. The staff also stated that it understands, as the first agenda item (above) states, that Exelons proposed use of flux thimble tube replacement was intended to be compensatory and not to take the place of periodic eddy current testing.

The applicant discussed its progress and stated it was working towards submitting its response consistent with the schedule identified in its January 22, 2015, RAI Set 45 letter. The applicant also stated it was considering revising the wording of its proposed commitment, which was offered in its letter dated November 22, 2014.

The participants thanked all parties for the discussion and exchange of viewpoints, and the conference call was concluded.
