SUMMARY

OF TELEPHONE CONFERENCE CALL ON REQUEST FOR ADDITIONAL INFORMATION, SET 2 INCLUDING RAt 8.2.U9-1, PERTAINING TO THE BYRON STATION AND BRAIDWOOD STATION LICENSE RENEWAL APPLICATION October 29. 2013 The U.S. Nuclear Regulatory Commission {NRC or the staff) and representatives of Exelon Generation Company, LLC, (Exelon or the applicant) held a telephone conference call on October 29,2013, to discuss Set 2 RAis and RAI 8.2.1.19-1 regarding the Byron-Braidwood license renewal application (LRA). The telephone conference call was useful in clarifying the RAts.

Discussion The staff and the applicant discussed RAts B.2.1.19-1, 8.2.1.23-1, 303-2, B.2.1.17-2, B.2.1 18-2, and 8.2.1.28-5, concerning the issues they raise in the LRA.

RAI 8.2.1.19-1: The staff explained its concerns that the LRA does not specify a withdrawal and testing schedule for a surveillance specimen capsule that has an exposure of one to two times the predicted reactor vessel wall neutron fluence at the end of the period of extended operation (i.e., one capsule for each reactor vessel), and the basis for this concern being the GALL Report, Revision 2, and the requirements of 10 CFR 50, Appendix H. The staff also expressed a concern as to apparently conflicting values for capsule exposures being presented in the LRA and values presented in an Exelon submittal to the NRC for a requested power uprate license amendment as opposed to values presented in the PTLRs and surveillance capsule reports. Following the discussion, Exelon stated that it understood the staff's concerns and would take them into consideration for its response to the RAI.

RAI 8.2.1.23-1: The staff and the applicant discussed the RAI requests and agreed that appropriate smear samples could be an acceptable method of showing whether soil contamination could potentially result in stress cracking corrosion of aluminum or stainless steel components exposed to outdoor air within the scope of license renewal.

RAI 3.0.3-2: The staff agreed to drop Request 1a and re-number the remaining portions of Request 1, since installation records are no longer a concern when a baseline inspection has been performed RAI 8.2.1 17 -2* The staff and the applicant agreed the title should reflect that this RAI applies to indoor as well as outdoor tanks.

RAI 8.2.1.28-3: The staff and the applicant agreed that the applicant had stated it could not "currently verify" the level of cathodic protection provided to certain portions of the piping system under discussion.

RAI 8.2.1.28-5: The staff and the applicant agreed that the request would reference that, in relation to the quality of coatings, the applicant would discuss its use of those coatings to address preventive action categories in LR-ISG-2011-03, Table 4a, "Inspections of Buried Pipe."

ENCLOSURE 2 The applicant stated that it understood the staff concerns as expressed in the RAis, and it would take them into consideration as it develops its responses.
