PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 REVIEW OF PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN, REVISIONS 14 AND 15 (TAC NO. D91660)

Dear Mr. Edington:

By letter dated July 25, 2012, as supplemented by letter dated October 16,2012, Arizona Public Service Company (the licensee) submitted Revision 14 to the Physical Security Plan (PSP),

Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP), for Palo Verde Nuclear Generating Station (PVNGS) under the prOVisions of paragraph 50.54(p)(2) of Title 10 of the Code of Federal Regulations (10 CFR). In addition, by letter dated October 16, 2012, the licensee submitted Revision 15 to the PSP, T&QP, and SCP for PVNGS. which responded to the U.S. Nuclear Regulatory Commission (NRC) staff's request for additional information dated September 11. 2012.

Pursuant to 10 CFR OO.54(p)(2), the licensee may make changes to the plans without prior NRC approval if the changes do not decrease the safeguards effectiveness of the security plans. The NRC staff review consisted of determining whether the licensee properly concluded that changes did not decrease the safeguards effectiveness of the Commission-approved security plans.

The NRC staff has determined that the licensee properly concluded that the reported changes did not result in a decrease in safeguards effectiveness and recommends no further regulatory actions. The effectiveness of the implementation of Revisions 14 and 15 are subject to future NRC review and inspection.

NOTE: The Enclosure to this letter contains Security-Related Information. Upon separation from the Enclosure, this letter is DECONTROLLED.
