Attachment to RA 12-0078 Page 1 of 2 Wolf Creek Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan Reasons and Justifications Change I Section Effected: Entire Document Change: Incorporated NEI 03-12, "Template for Security Plan, Training and Qualification Plan, Safeguards Contingency Plan [and Independent Spent Fuel Storage Installation Security Program]," Revision 7, Dated October 2011, into the Wolf Creek Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (hereafter referred to as the Wolf Creek Security Plan).

Reason for Change: Industry initiative to revise the security plan to incorporate NEI 03-12, Revision 7, into the Wolf Creek Security Plan.

Justification: The NRC endorsed NEI 03-12, Revision 7, on November 10, 2011 (See Reference). Wolf Creek Nuclear Operating Corporation (WCNOC) is revising the Wolf Creek Security Plan to incorporate the changes identified in NEI 03-12, Revision 7. Since NEI 03-12, revision 7, has been endorsed by the NRC these changes are considered approved by the NRC, therefore, the changes are being made pursuant to 10 CFR 50.54(p).

Change 2 Section Effected: 18.0 Change: Added one additional armed security officer to the minimum WCNOC response number.

Reason for Change: Subsequent to the 2012 NRC Force on Force Inspection it was determined that an additional armed security officer was necessary to provide increased margin to protect the plant.

Justification: This is an increase to the WCNOC defensive strategy and not a reduction.

Adding one additional armed response officer to the minimum WCNOC response number is not decreasing the effectiveness of the Wolf Creek Security Plan. An additional armed response officer provides increased plant protection capabilities. Since this is an increase in effectiveness to the Wolf Creek Security Plan this change can be made without prior NRC approval under the provisions of 10 CFR 50.54(p).

Attachment to RA 12-0078 Page 2 of 2 Change 3 Section Effected: Appendix C - Contingency Plan, Section 4.3 Change: Changed reference in section 4.3 from 8 to 7.

Reason for Change: The NEI 03-12, Revision 7, security plan template resulted in removing section 7 out of the Wolf Creek Security Plan, Appendix C, and re-numbered section 8 to section 7. Section 4.3 of Appendix C (Contingency Plan) had to be revised to incorporate the section numbering change.

Justification: This change was made due to NRC endorsement of NEI 03-12, Revision 7.

This change is editorial only and does not decrease the effectiveness of the Wolf Creek Security Plan. Therefore, the change can be made without prior NRC approval under the provisions of 10 CFR 50.54(p).

Change 4 Section Effected: Appendix C - Contingency Plan, Section 7 Change: Added additional detail in Section 7 on the Pre-Screening Area.

Reason for Change: During the 2012 NRC Force on Force Inspection, the inspector made an observation that additional detail of the Pre-Screening Area should be incorporated into the Wolf Creek Security Plan.

Justification: This change is adding additional information to the Wolf Creek Security Plan on the Pre-Screening Area. Since this is adding information it does not decrease the effectiveness the Wolf Creek Security Plan but enhances it since it is giving greater detail. Since this change is not decreasing the effectiveness of the Wolf Creek Security Plan the change can be made without prior NRC approval under the provisions of 10 CFR 50.54(p).
