NSIR REVIEW - TAC D91660 10 CFR 50.54(p)(2) CHANGES TO SECURITY PLAN SOUTH CAROLINA ELECTRIC & GAS VIRGIL C. SUMMER UNIT 1 DOCKET NO. 50-395 LICENSE NO. NPF-12 By letter dated August 28, 2013 (Agencywide Documents Access and Management System Accession No. ML13249A548), South Carolina Electric &Gas (SCANA, the licensee) submitted the Virgil C. Summer Unit 1 Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (SCP) Revision 10. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

1. Revision 10 Page 61, Figure 8: As discussed in the site security plans description of changes, Figure 8 has been updated due to the relocation and demolition of site buildings etc. Explain why drawings of certain topography features that make up part of the Vehicle Barrier System boundary have been removed from Figure 8, on the North and Northeast sides of the Protected Area?

Confirm that appropriate changes will be made to reflect the current depiction of the sites Vehicle Barrier System in the next revision of the site security plan.

Regulatory Basis:

Consistent with 10 CFR 50.9(a), Completeness and accuracy of information.

Information provided to the Commission by an applicant for a license or by a licensee or information required by statute or by the Commission's regulations, orders, or license conditions to be maintained by the applicant or the licensee shall be complete and accurate in all material respects.

Consistent with 10 CFR 73.55(e) Physical barriers. Each licensee shall identify and analyze site-specific conditions to determine the specific use, type, function, and placement of physical barriers needed to satisfy the physical protection program design requirements of § 73.55(b).

Consistent with Appendix C to Part 73(B)(3)(b) Physical Layout. The safeguards contingency plan must include a site map depicting the physical structures located on the site, including onsite independent spent fuel storage installations, and a description of the structures depicted on the map. Plans must also include a description and map of the site in relation to nearby towns, transportation routes (e.g., rail, water, and roads), pipelines, airports, hazardous material facilities, and pertinent environmental features that may have an effect upon coordination of response activities. Descriptions and maps must indicate main and alternate entry routes for

law enforcement or other offsite response and support agencies and the location for marshaling and coordinating response activities.

Consistent with Appendix C to Part 73 (I)(3)(b)(i). Physical Layout Fixed SitesA description of the physical structures and their location on the site, and a description of the site in relation to nearby town, roads, and other environmental features important to the effective coordination of response operations. Particular emphasis should be placed on main and alternate entry routes for law-enforcement assistance forces and the location of control points for marshaling and coordinating response activities.
