Dear Mr. Shea:

By letter dated August 3, 2012, you submitted revision to Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Independent Spent Fuel Storage Installation Security Program for Sequoyah Nuclear Plant, Units 1 and 2 in accordance with Title 10 of the Code of Federal Regulation (10 CFR), Part 50, Section 50.54(p)(2).

The U.S. Nuclear Regulatory Commission staff is reviewing the submittal and has determined that additional information is required to complete its evaluation. This request was discussed with Mr. Clyde Mackaman of your staff on October 31, 2012, and it was agreed that a response would be provided within 45 days from the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION REGARDING PHYSICAL SECURITY PLAN CHANGES SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 DOCKET NOS. SO-327 AND SO-328 By letter dated August 3, 2012 (Agencywide Documents Access and Management System Accession No. ML12219A228), the Tennessee Valley Authority (the licensee or TVA), submitted the Sequoyah Nuclear Plant's Physical Security Plan (PSP), Training and Qualification Plan, and Safeguards Contingency Plan, Revision 9. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Part SO, Section SO.S4(p)(2). The NRC staff has determined that the additional information requested below is needed to complete its review.

Section 11.1 of the PSP describes the Owner Controlled Area (OCA) barriers at the site. The description of the employment and characteristics of OCA barriers in Revision 9 of the PSP has been modified from the description in Revision 8 of the PSP. The "Revision Log" that was submitted with the security plans addresses this change, but doesn't provide the rationale for the change nor demonstrate that an analysis, for this change, was conducted. The "Table of Deviation from NEI [Nuclear Energy Institute] 03-12 Rev. 7 Text," also identifies this change, but does not provide rationale, nor indicate that this change was analyzed. Describe the rationale for changing the employment of the site's OCA barriers. Describe whether the OCA barriers have been removed, modified or reconfigured. Describe how this change was evaluated to ensure it complies with 10 CFR SO.S4(p)(2).

Regulatory Basis:

Consistent with10 CFR SO.S4(p)(2), the licensee may make changes to the plans referenced in 10 CFR SO.S4(p)(1), without prior Commission approval if the changes do not decrease the safeguards effectiveness of the plan. The licensee shall maintain records of changes to the plans made without prior Commission approval for a period of 3 years from the date of the change, and shall submit, as specified in Section SO.4, a report containing a description of each change within 2 months after the change is made.

Consistent with 10 CFR 73.SS(c)(1 )(i), the licensee security plans must describe: how the licensee will implement requirements of this section through the establishment and maintenance of a security organization, the use of security equipment and technology, the training and qualification of security personnel, the implementation of predetermined response plans and strategies, and the protection of digital computer and communication systems and networks.

Consistent with 10 CFR 73.SS(c)(3), the licensee shall establish, maintain, and implement a PSP which describes how the performance objective and requirements set forth in this section will be implemented.
