COLUMBIA GENERATING STATION - REVIEW OF PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN, REVISION 17 (TAC NO. D91660)

Dear Mr. Reddemann:

By letter dated August 1, 2012, as supplemented by letter dated November 15, 2012, Energy Northwest (the licensee) submitted Revision 17 to the Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, for Columbia Generating Station, under the provisions of paragraph 50.54(p)(2) of Title 10 of the Code of Federal Regulations (10 CFR).

Pursuant to 10 CFR 50.54(p)(2), the licensee may make changes to the plans without prior U.S. Nuclear Regulatory Commission (NRC) approval if the changes do not decrease the safeguards effectiveness of the security plans. The NRC staffs review consisted of determining whether the licensee properly concluded that the changes did not decrease the safeguards effectiveness of the Commission-approved security plans.

The NRC staff determined that the licensee properly concluded that the reported changes did not result in a decrease in safeguards effectiveness and recommends no further regulatory actions, as noted in the enclosure. The staff's review is documented in the enclosure, which is internal information not available to the public. The effectiveness of the implementation of Revision 17 is subject to future NRC review and inspection.
