Energy Northwest has revised the subject document, hereinafter referred to as the plan, and determined that the changes do not decrease the safeguards effectiveness of the plan. In accordance with 10 CFR 50.54(p)(2), a report containing a description of each change made in Revision 17 of the plan is provided in Attachment 1. The revised plan is provided in Attachment 2.

Attachments 1 and 2 contain safeguards information and should be protected in accordance with 10 CFR 73.21.
