WOLF CREEK GENERATING STATION - REVIEW OF PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN, REVISION 9 (TAC NO. 091660)

Dear Mr. Sunseri:

By letter dated August 13, 2012, as supplemented by letter dated December 19, 2012, Wolf Creek Nuclear Operating Corporation (the licensee), submitted the Physical Security Plan (PSP), Training and Qualification Plan (T&QP), and Safeguards Contingency Plan (SCP),

Revision 9, under the provisions of paragraph 50.54(p}(2) of Title 10 of the Code of Federal Regulations (10 CFR).

Pursuant to 10 CFR 50.54(p)(2), the licensee may make changes to the plans without prior Commission approval if the changes do not decrease the safeguards effectiveness of the security plans. The U.S. Nuclear Regulatory Commission (NRC) staff's review consisted of determining whether the licensee properly concluded that changes did not decrease the safeguards effectiveness of the Commission-approved security plans.

The NRC staff determined that the reported changes were implemented consistent with the provisions of 10 CFR 50.54(p}; however, some unresolved items identified above may be included in future NRC Region IV inspection activities as deemed necessary, to verify compliance with Commission regulations. The staff's review is documented in the enclosure, which is internal information that is not available to the public. The effectiveness of the implementation of the identified changes in Security Plan, Revision 9, is subject to future NRC review and inspection.
