FACILITY OPERATING LICENSE NPF-30 APPLICATION FOR RENEWED OPERATING LICENSE (LDCN 11-0022)

Pursuant to the Code of Federal Regulations (CFR), Title 10, Parts 2, 50, 51 and 54, Ameren Missouri (Union Electric Company) herewith transmits a request for the renewal of Facility Operating License Number NPF-30 for the Callaway Plant Unit 1. The current Operating License for Callaway Plant expires at midnight on October 18, 2024. Ameren Missouri requests that the Callaway Plant Operating License be extended for 20 years beyond the current expiration date to midnight on October 18, 2044.

The enclosed License Renewal Application contains the information required by 10 CFR Parts 51 and 54 for filing an application, and the application meets the timeliness requirements of 10 CFR 54.17(c) and 10 CFR 2.1 09(b). The application includes an environmental report (Operating License Renewal Stage) prepared in accordance with 10 CFR 54.23 and 10 CFR Part 51, Subpart A. The signed original application and 13 copies are provided herewith. The copies are being provided via CD-ROM.

As required by 10 CFR 54.21(b), the enclosed License Renewal Application will be updated to address current licensing basis (CLB) changes that have a material effect on the content of the application.

The application will be updated at least annually while the license renewal application is under NRC review and at least three (3) months prior to the scheduled completion of the NRC review.

ULNRC-05830 December 15, 2011 Page2 Table A4-1 of Appendix A to the Enclosure provides a summary of commitments made in this application. Implementation of new programs may require additional action items not included in this table. Ameren Missouri will add any new program elements to docketed updates to this application and to the commitment tracking system as they evolve. It is Ameren Missouri's intent that Table A4-1 of Appendix A will be retained as historical information upon receipt of the renewed operating license, as the commitments themselves will be controlled in accordance with Callaway's Commitment Control Program.
