MID-CYCLE ASSESSMENT LETTER - POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2

Dear Mr. Meyer:

On August 8, 2012, the NRC completed its mid-cycle performance review of Point Beach Nuclear Plant, Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2011, through June 30, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The assessment reflects the integration of the Security Cornerstone into Inspection Manual Chapter 0305, Operating Reactor Assessment Program.

The NRC determined the performance at Point Beach Nuclear Plant, Units 1 and 2, during the most recent quarter was within the Regulatory Response Column of the NRC=s Reactor Oversight Process (ROP) Action Matrix, because of one inspection finding in the Emergency Preparedness Cornerstone being classified as having low to moderate safety significance (White) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). The White finding, effective the second quarter of 2012, involved a failure to develop and have in place guidelines for the choice of protective actions during an emergency that were consistent with Federal guidance.

Once the NRC is notified of your readiness for it to conduct a supplemental inspection to review the actions taken to address the performance issues, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area. This inspection is conducted to provide assurance that the root causes and contributing causes of risk-significant performance issues are understood, the extent of condition and extent of cause of risk-significant performance issues are identified, and the corrective actions are sufficient to prevent recurrence.

The NRC also plans to conduct non-routine inspections and temporary instructions at your facility, including: Inspection Procedure (IP) 71003, Post-Approval Site Inspection for License Renewal; IP 71111.05, Fire Protection; IP 71152, Problem Identification and Resolution; Temporary Instruction (TI) 2515/182, Review of Implementation of the Industry Initiative to Control Degradation of Underground Piping and Tanks (Phase 2); TI 2515/187, Inspection of Near-Term Task Force Recommendation 2.3 Flooding Walkdowns; and TI 2515/188, Inspection of Near-Term Task Force Recommendation 2.3 Seismic Walkdowns.
